October 01, 2004 - What are the best game publishers in the land? That's the question asked for the second year now by Game Developer Magazine, which in its October 2004 issue announced its Top 20 Publishers list for the year.

Unlike the publication's inaugural list last year, this time publishers were rated not just on brute revenue, but rather additionally taking into account factors such as use of third-party developers, average critical response to titles, percentage of original intellectual properties (IPs), and a survey of developer opinion of the publisher's practices.

It may not be surprising to see Electronic Arts take the number one spot, followed by Microsoft Game Studios and Sony Computer Entertainment in second and third place, respectively. However, each of the top three companies achieved their placement for different reasons.

Electronic Arts, for example, was found to have a very low percentage of original IPs (only 3 percent for the year ending March 31, 2004). This isn't surprising, given EA's largely successful reliance on hot franchises and licenses. However, the company reported easily the biggest revenue (more than two billion dollars) and earned a near-perfect rating from external developers.

By contrast, Microsoft -- a company many decry as only nurturing its own products -- scores high not only for original IPs (about 56 percent of the past year's titles) but also for its reliance on external developers (about 78 percent). The report also finds that Microsoft has an excellent reputation with its developers, especially when it comes to the company's producers and its reliability with commitments.

Sony, for all its dominance in the console market, continues to be a hotbed of originality, with 38 percent of its released based on new IPs. The company handles plenty of its own development, of course, but still used external developers for 44 percent of its titles. Sony's internal development staff rated the company very highly, and the reputation of Sony's producers, like Microsoft's, is excellent. Of course, it also helps that Sony Computer Entertainment shows estimated earnings of $1.78 billion for the year.

Finishing out the top five are THQ -- rated well for its use of external studios -- and Ubisoft, which comes in scoring strongly across categories.

Moving down the list, publishers fall to lower positions due to one or several categories in which they are lacking. Take Two at Number 8, for instance, has a strong line-up of hit titles headed by the Grand Theft Auto games, but scores lower for its small percentage of original IPs and its mixed ratings from both internal and external developers. Much-loved Nintendo comes in at Number 10, buoyed by very strong critical scores but also lacking in original IPs -- the company has recently relied heavily on classic franchises.

Also interesting is the appearance of UK developer Codemasters, not only making its first appearance on the Top 20, but also having the distinction of being the only privately-held company on the list. Once a developer of budget titles, Codemasters jumps in at Number 12 with its strong racing and sports line-up.

Of course, the Game Developer Magazine rankings are based on criteria especially important to game developers, who are often in the ambiguous position of being both greatly helped and threatened by large publishers. Regardless, it's fascinating to see how the major publishers in the industry rank. Here's the full list:

What has Eidos put out lately that give it number 6? And I think konami should be further up, and I think Squares rediculus reliance on old franchises (I'm looking at you Final Fantasy) should really put them further down on the list

What worthwhile games except for Burnout 1 and 2 has Acclaim put out all this generation? Capcom's way more deserving to be on there than Acclaim.

Anyways, im glad to see Ubisoft make the list. They really are a great house.

THQ? They don't deserve to be that high. Ubisoft is perfect at number five. They've really become one of the new powerhouses in the industry.

good to see Ubi getting more props. They have been on such a streak. Splinter Cell, PoP, RS3, Ghost Recon...man all of which are great games.

I really dont see how Microsoft and Sony can be so high..... none of their games have been that great lately....it's all first and third pary stuff. And to say nintendo is not being original is outlandish. so what if they use the same mascots frequently.....their stuff is still more entertaining than most. I'm not saying this as a fanboy but jjust to point out that in terms of first party games, Microsoft and Sony have jack squat in comparison to nintendo.

^That doesn't even apply to but 3 companies...Big N, Sony and MS and is obviously not a very reliable qualification if it applies to only 3 out of 100 or so publishing houses.

i didnt bother reading the rest of the thread except the ranking. surprised square-enix isnt there, what with ff11 and stuff.well not really surprised, i spose, is only one game.

man i hate EA and all their mainstream glory........

I don't mind they aren't ranked number 1, they don't deserve it....EA does, sadly. I just do not like the way they choose what makes one publisher better than the next.

I assume you didn't read the article and just went straight to the list.... IGN didn't make it, Game Developer Magazine did.

Sega has had very few worthwhile games recently. And when they do have a good one, another company usually comes out with a similar game that's even better (Shinobi / Nightshade --> Ninja Gaiden). Acclaim shouldn't even be on the list, but they must have their reasons. As for Eidos, from what I've heard they are a great publisher to work with, and have had some good games (not best sellers, but good: DE 2 and Thief 2). Atari.... they're probably just on there for profit. I can see how THQ would be above Nintendo, especially with Nintendo's performance so-far in 2004.

i think that list is ok, with a few stupid ones like acclaim/eidos etc. but i think its good to see Microsoft and Ubi up there, they had some aweosme games. I was a little upset about nintendo being that low, but then if i think about it, i havnt bought a nintendo published game on gc since mario kart last year.

March 31, 2004 was the last day to qualify for this list and 'FSW' was released in June so that wasn't even a factor.

I would agree with the list but Microsoft Game Studios has been putting out crappy games lately.


THQ also. A lot of their wrestling games have been poop in quality and in scoring. I don't see where they are getting some of this info.
