This is a tutorial I came up with a good year ago, it is now shown in the Imusion tutorials, but I made it. I sent it to them to put it up.
Step 1
Create new document. Then press D to reset the colors.
Step 2
Go to Filter--> Render--> Clouds
Edge Width: 7
Edge Brightness: 8
Smoothness: 5
Step 3
Go to Filter--> Stylize--> Glowing Edges
Highlight Strength: 15
Detail: 11
Smoothness: 7
Step 4
Go to Filter--> Artistic--> Plastic Wrap
Hue: 0
Saturation: 34
Lightness: 0
Colorize Box: Checked
Step 5
Go to Image--> Adjustments -->Hue/Saturation
