They are all indeed empty boxes. They did the same thing with PS2s and with many games. Its very common in Japan. Its another way to get a hold of the customers and increase their anticipation by having those boxes on display since its only a few more days until the launch.
It draws attention to customers like me and many of you as i can see in this forum.
