I have seen people posting that it was running on 80% ?? If so is there a link to prove that statement ??

The devs that developed Gears of War is claiming that it's running on 80% of Xbox 360's total system power, but it's most likely BS.

As for a source, it's in one of IGN's interview with the developers.

I think it's running maybe at 80, or 33. Either way works. It's not like the graphics will be improved when the games are final, it'll be the framerate. Have you noticed that the framerates for all the XBox demos at E3 have been really sketchy?

I don't think the "Extra power" will do anything more than smooth the gameplay, and it can't even help that all that much.

I've said this many times before, and I'll say it again. Multicored CPUs in desktop computers and consoles are pretty new, so it'll take developers a while to learn to extrapolate the full power from these complex chips. We'll see more improvement from the 1st generation to 4th generation games on both the X360 and PS3 than we have on any other console. So if you think gears of war looks good now, wait til you see what these consoles will be doing in 4 years.

I think devs will get the graphics maxed out rather quickly (within a couple years) simply because the chip in the 360 is SIMILAR (not the same, but close enough) to a PC part. Since it'll be using some form of DirectX (or WGF), devs will know how to code for it. I think the cores will be mostly useful in other things like gameplay. In terms of graphics, it's possible that UE 3.0 could be using 80% of the graphics power, but no way is it using 80% of the total system power. Also, from what I hear both systems can use their CPU's to help out on the graphics to a reasonable degree and I doubt this was taken into account. So realistically it wasn't truly using 80% of the true system power, but possibly 80% of the GPU power alone. (Of course since I'm not sure they had a R500 GPU to work with at the time, they could be completely wrong as well).

One thing everyone seems to be calling the x360 GPU the R500, but it's not the R500 the x360 GPU isn't made from that core, it's something brand new a custom GPU designed by MS and ATI.

Yeah, exactly, Neither the RSX nor the Xenos are off the shelf GPUs. The Xenos is not based on the R5xx architecture and the RSX is not based on the NV70.

ACTUALLY... The codename for the X360 GPU IS the R500. The PC part is referred to as the R520. So when I say the R500, I'm referring to the custom X360 part, using the exact same name ATI uses. And you're both correct, both GPU's are highly customized chips.
