Have not made a new topic in so long any way .

Region 1: North America, South America, East Asia except for China (India, Japan, Korea, Thailand, Malaysia etc.)

Region 2: Europe and Africa

Region 3: China, Russia and other countries

great for NA and japanese people but sucks for the people in europe.

If it is true, it would really suck if it was applied to games. I wouldn't care too much about movies since HD formats are universal, even though some special editions and release dates could be worth it.

Supposedly the games will still be region-free though, a la PSP.

This is the original source of the information: http://plusd.itmedia.co.jp/lifestyle/articles/0512/19/news023.html

Basically deals with some of the finalization going on with the AACS for both Blu-ray and HD-DVD.

Might as well just grab One's translation wholesale:

In a nutshell,

+ ICT (Image Constrain Token) must be supported by AACS software and hardware as Warner wanted. ICT is utilized to limit hi-res analog output. But in countries such as Japan in which the laws prohibit ICT, it's not required until 2011. Contents providers except for Warner say they don't use ICT, but according to Honda even Warner won't use it because of commercial reasons.

+ Though Warner was eager to abolish region code and there were no objection until the final decision, film companies not in AACS LA opposed it and it was decided that region code stays in BD-ROM. But it undergoes reorganization. Basically, Japan and other East Asian countries except for China are moved to Region 1. The new region codes are

Region 1: North America, South America, East Asia except for China (India, Japan, Korea, Thailand, Malaysia etc.)
Region 2: Europe and Africa
Region 3: China, Russia and other countries

IMHO, most likely, the handling of region codes in the PS3 BD will be the same as PSP (no regions in games).

Isn't it supposed to be region-free since HDTV is a universal standard unlike Standard-Definition?

There will be no ntsc/pal in hd.
but the regions will remain locked. i'm just wondering how bd-rom is supposed to be backwards compatible with dvd, when they use different region coding...

So if this will be the new Region Coding for Blu-Ray does this mean that DVD's will also work under the new guidlines when used in a Blu-Ray player or has this not been specified? It would be nice to have uniformity across the board. It's not like doing so would be hard by any means. Also if games are going the way of PSP in terms of no region coding does this mean that PS1 & PS2 import games will also fall under that category as well or has this not been specified either? Again uniformity would make things a whole lot easier and less confusing with consumers & gamers alike.
