It's been pushed back quite a bit in the UK I think, I believe that Amazon have it down as April but I'm not too sure.

Maybe Square/Enix is waiting to release it simultaneously on PSP, DVD, and Blu-Ray? I know one reason for the delay is because they are changing the lip and facial movements to match the english voice overs.

If they're going through all the work of re-rendering just to fix the mouth movement isn't that sign enough that the voice acting will be good. I still think most of the time bad-voice acting is just an opinion to anime freaks. I love anime but I don't condemn myself to this japanese only concept. I bet most of them don't even have a feel if the some of the anime have good voice-acting or not. They don't speak Japanese. The only time I actually though voice-acting was bad and really noticeable was Neon Genesis Evangelion.
