So where is the dev kit at now?

It's not that there are no kits with Bluray and RSX... it's that the people who have them don't say anything. And no, not everybody has even really bothered to order new kits (for various reasons), so you can't expect to be hearing news.

And in any case, the time span between beta and final X360 kits was pretty short and the timespan between final kits and release of the console was yet shorter, IIRC.

Yep, the kits sent out at the end of March has BOTH FINAL Cell and FINAL RSX, with Prototype Blu-Ray and Prototype controller. Hardware-wise there was never any kind of delay, it's all because of AACS, pretty much all the hardware components are for all intents and purposes final, the extra time probably gives them room to tweak the controller until May.
