Linux is an equivalent to Windows with a very big choice in free software (from games to CAD programs).
Yes, you can say it is "Windows" for the PS3, but remember, Linux, at this time of writing, is harder to use and set up (not installing, thats a breeze) than Windows. You can do anything, that Linux (think Ubuntu) provides you.
The "problem" however is, that now nearly more than 90% of all home PCs are of x86 architecture (AMD and Intel CPUs) and the Cell uses PPC instruction set, which is incompatible to x86.
That is why you will NEVER EVER be able to natively (read without emulation) to install XP or Vista on it, as they are only ever made for x86 (and x86_64). You can use Qemu to emulate an x86 with the Cell, but the performance will be hideous (was also done with Bochs on the PSP, emulating Windows 95!!)
Linux supports (if installed) all Codecs on the market, even WMV9 (VC1, with installed codecs... dunno if they are x86 only) or H264. There are also a very good Media Players (Mplayer, Amarok, VLC) for it.
I just recently installed YDL onto my PS3. Was even easier than in Ubuntu on a PC. The only bad thing about is, is that you need to format your HD beforehand (you can however backup and/or redownload your data also). Everthing worked as intended out of the box. Sound, Wired Lan (no WiFi as of yet), high resolutions (720P for me), Internet and so on and so forth...
