Upbeat rap in particular?
Well, besides cLOUDDEAD's 'Ten' album, the easy answer is MC Paul Barman.
Ultra-clever rhymes with a lot of Prince Paul and MF Doom production.
Not to mention his quintuplet of palindromes on 'Bleeding Brain Grow'.

Kid Koala, Dizzee Rascal and Jurassic 5 are all I can offer, and you've probably heard of them all. I do love Dizzee Rascal though.

Recently I rediscovered Five Deez.
Arbee introduced me a few years ago, and I really liked the mp3s I got, but never took it further.
Earlier this year I tried them again.
They're like crystalline Hip-Hop.
My favorite songs that I've heard from them are:
Sexual For Elizabeth (feat. Shing02)
B.E.A.T
Omni
Sapphire

Five Deez kind of remind me of Haiku De'tat.

Years ago, again, Jackie Chan Is God put me onto one of the happiest songs I know.
'Giri Giri Surf Ride' by Halcali
It's like if Cibo Matto were unrealistically overjoyed about something nice.

Daedelus' music is usually quite happy, and he sometimes has guest rappers.
These songs include:
Something Bells (with Busdriver and Pigeon John)
Impending DOOM (feat. MF Doom)
Move On (with SCI)
Drops (Cyne collaboration)

Daedelus also collaborated with Busdriver and Radioinactive to create 'The Weather', which had the cartoonishly joyous song 'Pen's Oil'.
