Regarding the thread title,
Just to clarify,
The beat is rhythmic,
The tune is melodic,
Usually.
But I think I know what you mean.

That song sounds kinda nice, but take away the vocals and you end up with something more minimal than I would prefer in "The Best Beat Of All Time!!!".

So okay, here my contribution to this thread.
Keeping in mind that I am only really considering Hip-Hop style beats at this point, to stay in keeping with my interpretation of the use of the term 'beat' in this context.

DJ Shadow's 'Midnight In A Perfect World (http://www.youtube.com/watch?v=54_7m-CVTMY)' is an absolute classic, and probably the highlight of his great debut album 'Endtroducing...'
Also, it shares the same 'Skull Snaps - New Day' drum sample as was used in Rob Dougan's 'Clubbed To Death (Kurayamino Variation) (http://www.youtube.com/watch?v=PMq4akUZr8c)' which was in the original Matrix film.
I believe 'Midnight In A Perfect World' to have one of the best beats of all time.

Here are some other that I considered:
'Organ Donor (Extended Overhaul) (http://www.youtube.com/watch?v=sO5PCru_Z-E)' is another DJ Shadow essential.
This video starts with the end of 'Number Song', then a minimal version of the original 'Organ Donor', and after about two minutes the 'Extended Overhaul' begins!

'Something Bells (http://www.youtube.com/watch?v=ZOtaLhoa84w)' by Daedelus is a beautifully happy song.
This version has Busdriver and Pigeon John rapping over it.

As much as I don't care about Jay Z, '99 Problems' is awesome.
But my internet won't let me use YouTube at the moment, so I don't have a link.
