For instrumentals, I'd say OoT.

Hitman 2 had some pretty great compositions.
Of course, so did nearly every Zelda game.

Marble Madness had some really cool music for a NES game.

Games with real artists, aren't 'game' soundtracks to me. They have no soul to the game. You could rip a sountrack for a game on Xbox and have the same thing.
