i was watching a dvd on my ps3 then we had a blackout in our neighborhood...when the power came back on, i tried turning on my ps3 but it wont do it...i tried resetting it by holding down on the power button for 5-10 secs but what i see is just blinking red lights....is this the same as x360's red ring lights of doom???

It seems the flashing red light is indeed a visual sign of the console being "dead".
There is a potential fix here: http://ps3.qj.net/Possible-PS3-flashing-red-light-fix-from-MXACE/pg/49/aid/75721
Though I would personally recommend calling Sony Tech. Support or trying to replace the console via store warranty.

If your PS3 wasn't plugged into a surge protector, then it most likely was affected by the blackout. I learned this from my last experience (PS2 of course) when my network adapter alone with ten other devices (large, expensive, oftenly used BTW) got fried. Luckily I had insurance and warranties on hand to cover the damages. Now my entire house, including my phone lines, have surge protectors.

We were playing around with CoD4 to learn the control so we could start multiplayer, then bam!: lights went out (for about 3-5 minutes). I swear we had like four blackouts already (once for a long hours) in the block since we move here about three months ago. And the weather wasn't even that bad.
We had like three blackouts in ten years back in Chicago.
Good luck.

For internal power surges (home located) a typical off the shelf surge protector of reasonable quality will protect you. Although for storms/lighting the only thing I know of to work is a junction protector on the main power line coming to the house, Duke/PSI offer them for about 3 usd a month here in the States. I would imagine that power providers around the world offer them as well.
If you have issues with your warranty I believe that many home insurance policies cover an electrical surge (if that is indeed what happened).

Surge protectotors are obligatory in Denmark, so we never have any problems.
Expensive when building new houses though XD

FeaturesThe PureAV Isolator from Belkin offers power protection for home theatre, audio/video, and digital entertainment components. This new offering provides the best surge protection available, using intricate circuitry that we've encased in rugged, fire-resistant metal. Offering the highest joule ratings and superior features, the PureAV's key advantage is power filter technology (PFT).
PFT uses varying power filter levels to isolate and contain power line noise within individual pairs of receptacle banks. It provides the highest-quality protection available from overvoltages, and safeguards your sensitive home entertainment components from power line contamination, known as electromagnetic interference (EMI) and radio frequency interference (RFI).

3m Heavy-Duty Power Cord delivers clean power through 14-gauge wiring.
Isolator Filter Technology (PFT)-Isolates contamination to prevent AC and EMI/RFI to help provide quality sound and picture

I currently use Brickwall for my surge supressing needs ...Website here (http://www.brickwall.com/). Through my research, this brand and a few others I can't recall at the moment are pretty popular with highend AV enthusiasts. The main reasons being Series Mode supressing (pretty much surge proof - check the site or google for more info on this) and high quality power line fitering. They are fairly expensive though.
